Sheila Ann Welch Tolbert was born on November 29, 1963 to the late Eddie Lee Welch and Louella Matlock Williams in Christian County, Kentucky. Sheila departed this life on February 9, 2017 at the age of 53 years old.

Sheila accepted Christ at an earlier age. She was a member of New Westside Church of Christ, Indianapolis, Indiana. She received her education in Kentucky attending Christian County Schools. Sheila was united in Holy Matrimony to Robert C. Tolbert Jr. on July 21, 1995 in Indianapolis, Indiana. To this union three daughters were born. She was a loving mother and devoted wife who loved her family. Sheila was a homemaker whose favorite pastime was playing cards and going to the casino.

Sheila was preceded in death by twelve brothers and sisters. She leaves to mourn her passing and cherish her memory her devoted husband Robert C. Tolbert Jr., Indianapolis; three daughters Rosheena L. Tolbert, Danisha S. Tolbert, and Shadazisha J. Tolbert, Indianapolis; four brothers James Welch, Indianapolis, John (Rose) Welch, Pembroke, KY, Torriance (Jamie) Welch and Keith Welch both of Hopkinsville, KY; two sisters Bertha Smith and Ferlescia Norris both of Hopkinsville, KY; she also leaves a host of nieces, nephews, other relatives, and friends.

A funeral service will be held on Saturday, February 25, 2017 at Indiana Funeral Care, Harry W. Moore Chapel 8151 Allisonville Road, Indianapolis, Indiana 46250 at 12:00 noon. Visitation will be held prior to the service beginning at 11:00 am.
